It shall be unlawful for any transient merchant, itinerant merchant, peddler, hawker, canvasser, vendor or solicitor to sell, buy, dispose of or offer to sell or dispose of any goods, wares, merchandise, or other things of value or services in or on any portion of the public right-of-way.
